Job Summary:

Reporting to the Chief of Police and Director of Public Safety, the Clery Act Compliance Specialist works collaboratively with various offices at the University to ensure the institution’s compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations.

Duties & Essential Job Functions:

1. Serves as the institution’s designated “Campus Safety Survey Administrator” as defined by the U.S. Department of Education.
2. In conjunction with the applicable offices, develops and implements Clery Act required policies, programs, and activities throughout the university, at each separate TCU campus (main campus and the Burnett School of Medicine campus) Develops, audits, and publishes the required policies for Clery Act, Violence Against Women Act (VAWA), and Fire Safety.
3. Gathers crime and disciplinary referral data from various internal and external sources, such as the Dean of Students Office, Office of Institutional Equity, Human Resources, TCU Police, local law enforcement agencies, and law enforcement and educational entities associated with University sponsored learning or travel. Works with Counseling and Mental Health, TCU Student Health Services and other confidential resources to gather statistical data related to crimes disclosed to those offices.
4. Works collaboratively with the appropriate university departments to identify all Campus Security Authorities, notify them of their responsibilities, and maintains a list of them for each academic year.
5. Sends requests for crime statistics to all Campus Security Authorities each year and follows up to ensure all required information has been provided
6. Provides, facilitates, and/or coordinates training for institutional Campus Security Authorities and key institutional stakeholders (“Super CSAs”) on Clery Act requirements.
7. Works with TCU Police to ensure proper classification of crime incidents that the disposition of all crimes are updated in a timely manner to ensure compliance with Clery Act requirements.
8. Manages the institution’s Timely Warning notification program in conjunction with the TCU Police Department.
9. Collaborates with the Director of Emergency Management and TCU Marketing and Communication to ensure compliance with the Emergency Notification requirements of the Clery Act.
10. Collaborates with the Director of Emergency Management and TCU Police to ensure that at least one test is completed each year that includes all required components to meet the Higher Education Opportunity Act definition of a test.
11. Coordinates with the VC for Finance and Administration and the VC for Student Affairs to maintain an accurate list of buildings and properties owned and/or controlled by the institution and/or recognized student organizations.
12. Reviews and updates entries for the Daily Crime and Fire Log and ensures that the log is available on a daily basis.
13. Serves as the records custodian for all Clery Act associated records and ensures the institution maintains accurate records on security awareness and crime prevention programs and presentations.
14. Chairs a Clery coordination and management committee to ensure accuracy and timeliness of information for annual reporting.
15. Coordinates with the appropriate campus departments to ensure compliance with various legislation requirements and regulations such as: the HEA Fire Safety regulations, the Drug Free Schools and Communities Act, and Violence Against Women Reauthorization Act of 2013
16. Prepares, publishes and distributes the Annual Security and Fire Safety Report. Ensures notices announcing the availability of the Annual Security and Fire Safety Report are properly developed and available to current students/employees and prospective students/employees.
17. Stays abreast of changes to the Clery Act and other laws or regulations affecting Clery Act provision.
18. Performs other related duties as assigned.

Required Education & Experience:

• Bachelor Degree in Communications, Criminal Justice or Emergency Management or related field.
• Two years of experience in data reporting, compliance, or other related field.
• Previous experience complying with the requirements of the Clery Act

Preferred Education & Experience:

• Familiarization with Title IX.
• Three years or more of work experience with an institution of Higher Education.

Required Licensure/Certification/Specialized Training:

• Valid Driver's License.
• Must be insurable under the university motor vehicle requirements.

Preferred Licensure, Certification, and/or Specialized Training:

• Completion of advanced Clery Act training.
• Attainment of the National Association of Clery Compliance Officers & Professionals (NACCOP) Clery Compliance Officer Certification.

Knowledge, Skills & Abilities:

• Knowledge of the principles and practices of public administration emphasizing effective organization, administration, management, and communication.
• Knowledge of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations.
• Ability to clearly communicate with individuals from all backgrounds through oral and written communication
• Ability to stay highly organized while working on multiple projects with various priority levels in the same time period.
• Skill with applicable computer systems and software including Microsoft office suite and databases.
• Knowledge of editorial standards and practices.
• Skill in analyzing organizational problems and identifying effective solutions.
• Skill in expressing ideas and information clearly, concisely, and accurately, both orally and in writing.
• Ability to stimulate changes in individual, institutional, and corporate behaviors to create a more compliant environment.

Physical Requirements (With or Without Accommodations):

• Visual acuity to read information from computer screens, forms and other printed materials and information.
• Able to speak (enunciate) clearly in conversation and general communication.
• Hearing ability for verbal communication/conversation/responses via telephone, digital and video platforms, and face-to-face interactions.
• Manual dexterity for typing, writing, standing and reaching, flexibility, body movement for bending, crouching, walking, kneeling and prolonged sitting.
• Lifting and moving objects and equipment up to 10 lbs.

Work Environment:

• Work is indoors and sedentary and is subject to schedule changes and/or variable work hours.
• This role is an on campus, in-person position.
• There are no harmful environmental conditions present for this job.
• The noise level in this work environment is usually moderate.
