The Director of Financial Operations Facilities is responsible for the financial operations of the TCU Facilities Department, including the development of the operating budgets and all associated financial reporting and analysis, business analysis, and accounting operations. This position is responsible for managing the accounting operations and accounting activity to ensure accuracy of financial records and works with the Assistant Vice Chancellor on financial sustainability strategies for the Facilities department. The Director, Financial Operations Facilities takes the lead and develops projections for facilities operating budgets, and oversees the development of reports and metrics to track expenditures and financial trends.
1. Supports the Assistant Vice Chancellor of Finance and Business Operations with all financial and internal control requirements of the facilities department.
2. Manages the development and preparation of the Facilities annual operating budget by preparing the annual budget request, analyzing budget vs. actual expenditures and investigating variances, presenting annual budget to the facilities executive leadership team; partners with Facilities management to review revenues and expenses throughout the fiscal year.
3. Develops and defines processes and creates guidelines to support department controls and safeguarding of assets; strategizes and partners with managers on continuous development and improvements in processes/systems and automations.
4. Monitors internal processes and system controls, including consistent review of computerized maintenance management system (CMMS) authorizations; ensures accurate commitment balances through verification of approved contracts and change orders into the system; reviews system job orders for accurate charge codes. Follows up with department managers for resolutions and process improvements.
5. Develops outcome-based analysis for operations by identifying information for reports, creating management reporting, establishes metrics and goals, assesses and analyzes operational performance, recommends improvements for processes and infrastructure, and incorporates changes into budgets where appropriate.
6. Collaborates with Facilities Support Services on department system training, system-generated management reports, and exception reporting; collaborates with department leadership on the financial structure and department processes.
7. Completes capitalized salaries project allocation.
8. Works closely with project managers and department managers in ensuring timely capital project close-out and subsequent closure in the TCU Accounting system; works with the university Accounting Office for all project accounting and year-end accounting activities, including capitalization determinations and other issues.
9. Facilitates warehouse inventory counts; authorizes material inventory adjustments; ensures adequate procedures for safeguarding facility department equipment and assets; approves asset disposals/retirements.
10. Assigns responsibilities, reviews work, provides training, gives performance feedback and prepares performance evaluations. Cross trains staff to ensure continuity of operations.
11. Performs other related duties as assigned.
• Bachelor's degree in Business, Accounting, Finance or related field of study.
• 8 plus years' experience in finance, accounting or budgeting, including financial analysis and control in a multi-cost center styled organization.
• Master’s degree in Accounting, Finance or related field of study.
• Experience in a facilities division with multiple capital projects and large maintenance budgets.
