The Director of Institutional Equity provides strategic leadership and oversight for TCU’s compliance with federal and state civil rights laws and University policies prohibiting discrimination, harassment, and related conduct. The Director oversees the Title IX Coordinator and Senior Investigator/Title VI Coordinator, ensuring a coordinated, fair, and legally compliant institutional response to reports and complaints. This role manages the daily operations of the Office of Institutional Equity while advance proactive initiatives that foster a campus culture of care and compliance.
1. Provides vision, leadership, and supervision for the Office of Institutional Equity, including direct oversight of the Title IX Coordinator and Senior Investigator/Title VI Coordinator.
2. Manages and monitors the daily operations of the Office of Institutional Equity to ensure effective, efficient, and equitable processes.
3. Oversees the intake, assessment, and resolution of all complaints of discrimination, harassment, retaliation, and related conduct, ensuring timely and compliant responses.
4. Ensures institutional compliance with Title IX, Title VI, Title VII, ADA, Section 504, and other applicable federal and state laws, regulations, and guidance.
5. Receives all incoming complaints from members of the campus community and third parties in a timely manner.
6. Responds, processes, investigates, and coordinates the university response to inquiries and complaints timely and in accordance with relevant laws.
7. Promotes an equitable learning, living, and working environment that is free from discrimination, harassment, retaliation and related conducted in alignment with TCU’s Notice of Nondiscrimination.
8. Collaborates with campus stakeholders to foster principles of equity and inclusion, develop innovative solutions to complex issues, and provide proactive education, training, and prevention initiatives.
9. Develops, implements, and reviews university policy, procedures, and guidance related to equity-related programs, nondiscrimination, harassment, and civil rights compliance and institutional equity.
10. Leads initiatives to support and fulfill TCU’s mission, values, and commitment to civil rights compliance.
11. Ensures compliance with Federal, State, and Local laws, and regulations and reporting requirements.
12. Conducts workforce analyses, statistics, compliance reviews, and other applicable analyses and prepares and distributes subsequent reports ensuring data integrity and accuracy in collaboration with the appropriate data stewards (i.e., student data, employee data, and academic data).
13. Prepares and submits all required equity and compliance reports to federal, state, and local agencies.
14. Assures accurate and timely completion of all diversity regulatory and statutory compliance obligations for TCU.
15. Serves as the liaison in collaboration with the appropriate university department and university General Counsel to applicable government and state agencies (EEO, DOL, TWC) and leads and coordinates audit responses as necessary.
16. Develops, manages, and monitors the departmental budget to support OIE operations and strategic initiatives.
17. Maintains professional, legal, and relevant knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional organizations.
18. Performs other related duties as assigned to advance the mission and effectiveness of OIE.
• Advanced degree (M.A., J.D. or Ed.D. or Ph.D.) from an accredited institution in a related field
• 6 plus years of progressive responsibility in higher education.
• Experience with federal, state, and local civil rights laws and programs.
• Experience with social justice, multicultural, or diversity and inclusion programs.
• Experience interpreting and applying internal policies and state and federal statutes and regulations.
• Experience and knowledge of the reporting requirements of government agencies.
